Zahid Salman has served as president and CEO of GreenShield since 2018, leading its transformation into Canada’s first integrated payer-provider, combining health coverage and care to improve access and outcomes. Under his leadership, the non-profit organization has more than doubled in size and now serves eight million Canadians while reinvesting a portion of its earnings to support underserved communities. With more than 30 years of leadership experience, Salman is a fellow of the Canadian Institute of Actuaries and the Society of Actuaries. He also serves on several boards, including as chair of the Canadian Life and Health Insurance Association.

In 1957, Windsor, ON pharmacist William Wilkinson watched a mother go without her own medication so she could pay for her daughter’s prescription. It was a tipping point for him.
Knowing that roughly half of all prescriptions written in Canada went unfilled because patients simply couldn’t afford them, Wilkinson decided the system needed fixing. This led to the creation of North America’s first prepaid drug plan, which became GreenShield.
Seven decades later, that founding conviction still drives the organization, though the make-up of the problems has changed. Today’s health system is far more complex than Wilkinson could have predicted, with persistent inequities continuing to affect access to care.
Built to spot and address instances where care falls short, what started as a single prepaid drug plan has grown into a much broader push: Better Health for All. The organization has scaled dramatically to meet modern challenges. It now employs 2,000 people across 22 offices, serving eight million Canadians.

GreenShield took 50 years to reach its first $1 billion in gross revenue, hitting that mark in 2007. Getting to $2 billion took another decade, arriving in 2017. Reaching $6 billion at the end of 2025, however, took just seven years – a jump the organization credits to its integrated payer-provider model.
That model is central to how GreenShield positions itself in the market. As a payer, the organization operates as a traditional insurer, offering insurance, administering benefits, and paying claims directly. As a provider, it delivers care itself, offering mental health services, pharmacy, telemedicine, and chronic disease management under one roof.
For HR leaders managing benefits programs, the value proposition is straightforward: coverage and care are dovetailed, rather than being split across separate vendors employees must coordinate themselves.
That same logic carries into digital health. Digital health tools play an increasingly important role in the benefits experience, but the goal remains the same: getting people access to care and making sure that experience feels connected rather than fragmented across multiple platforms.
