Nadim Kara is executive vice president and head of people and culture at GreenShield. With more than 20 years of experience in human resources across both the private and public sectors, he has a strong track record of designing and implementing people strategies that drive organizational transformation and performance. He is known for aligning HR priorities with evolving market realities and for building strong partnerships across leadership and operations to enable strategic change.
In his role, Kara focuses on advancing GreenShield’s people and culture function to foster a high-impact, highly engaged workforce – where purpose meets passion and performance. He holds a master’s degree in industrial relations from the University of Toronto and is a Certified Human Resources Executive (CHRE) and Certified Compensation Professional.

When Windsor pharmacist William Wilkinson watched a mother forgo her own medication to afford her daughter’s prescription, he knew something had to change. It was 1957, and at the time, half of all prescriptions in Canada went unfilled due to cost. In response, Wilkinson founded GreenShield, introducing North America’s first prepaid drug plan.
Over the next seven decades, that founding conviction continued to drive the company’s mission. Today, GreenShield is Canada’s only national non-profit health care and insurance organization, operating as something entirely new in the Canadian health landscape: an integrated payer-provider, or “payvider.” It is the first organization in the country to bring coverage and care together under one roof – administering benefits and paying claims as an insurer while also delivering health services, including mental health care, pharmacy, telemedicine, and chronic disease management as a provider. Citation Canada is committed to supporting its members well beyond the point of purchase. Every member is assigned a dedicated account manager who serves as their primary point of contact, helping them get ongoing value from their membership and connecting them with the right resources as their needs evolve. Technical support is available to all members, ensuring platform issues are resolved quickly.
Members on the HR Expert package also benefit from the HR Advice Guarantee. When a member follows the recommendations provided by Citation Canada’s HR advisors, that advice is guaranteed for the duration of their agreement. If an employment standards claim arises 30 days or more after the agreement start date, the guarantee helps cover legal defence costs related to employment standards investigations and tribunals across all Canadian jurisdictions, up to $125,000 per matter and $500,000 annually. It is a meaningful demonstration of Citation Canada’s confidence in the quality of its guidance and its commitment to standing behind members when it matters most.
Underlying all of this is a dedicated team of Canadian compliance experts who continuously monitor changes to federal and provincial legislation, ensuring that platform content, templates, and advisor guidance always reflect the current regulatory environment. At the centre of that growth is GreenShield+, the company’s digital health care and insurance ecosystem. Combining coverage and care, the platform allows users to check coverage, access benefits, connect with health care providers, and submit claims – all in one place. The outcomes of this model are notable: 92 percent of health issues are resolved in a single virtual visit; an advanced therapist-matching tool connects users with a counsellor within 24 hours, achieving a 93 percent satisfaction rate; and digital pharmacy adherence rates are 9 percent higher than traditional models, including 95 percent for asthma and 88 percent for diabetes.
As a non-profit social enterprise without shareholders, GreenShield reinvests 15–20 percent of annual pre-tax earnings into initiatives supporting underserved communities – one of the highest rates of social reinvestment in corporate Canada. Through GreenShield Cares, the organization positively impacted the health and well-being of more than one million Canadians between 2020 and 2025 and aims to reach three million more by 2030.
That 2030 vision is grounded in three priorities: strengthening accountability through transparent outcomes measurement, deepening cross-sector partnerships, and advancing employer-led health solutions.
