Leadership
Based in Singapore, Royston Tan is responsible for the strategic growth and development of WTW’s health and benefits business across the region. He works closely with local country leaders to create and deliver exceptional value to organisations in the areas of employee benefits and well-being.
Tan has over 25 years of experience in employee benefits, bringing deep expertise in insured benefits covering product development, underwriting and pricing, administration, claims and multinational pooling. Prior to joining WTW, Tan held senior positions at AIA, Mercer and Fullerton Health, with roles spanning local and regional capacities across Singapore, Hong Kong and Malaysia.

Eva Liu heads strategic development of WTW’s health and benefits business in Asia-Pacific, driving strategic projects and advisory services in the region. In 2025, Liu expanded her role to lead the health and benefits business in Southeast Asia (excluding Singapore), working with leaders to accelerate growth and sharpen WTW’s value proposition.
Bringing over two decades of client management and consulting experience, Liu joined WTW in 2018 and has been instrumental in delivering strategic and commercialisation priorities. Before joining the company, Liu held business development, account management and consulting positions in Hong Kong and Asia.

Jeff Howatt is the head of retirement for Asia-Pacific at WTW and has been with the company for 32 years. Howatt’s focus has been in pensions, including funding, accounting, defined benefit to defined contribution conversions and governance. His experience also includes benefit audits, employee communication, multi-country due diligence and post-acquisition integration.
Howatt regularly shares his insights through articles and speaking engagements on topics such as M&A, pension de-risking and retirement issues in ageing societies across Asia-Pacific. He is a fellow of the Society of Actuaries and the Canadian Institute of Actuaries and has a Bachelor of Science (Honours – First Class) from the University of Manitoba.

William Chow
Head of Retirement, Hong Kong and Macau
William Chow is the head of retirement for Hong Kong and Macau at WTW. Chow’s advisory focus is on retirement plan design, cost and actuarial analysis, service provider review and employee communications.
Chow has been with WTW for 19 years and is active in Hong Kong’s pension industry through committee roles with the Actuarial Society of Hong Kong and the Hong Kong Retirement Schemes Association. He is also a fellow of the Society of Actuaries and the Actuarial Society of Hong Kong, a Chartered Financial Analyst and holds a Bachelor of Science degree from the Chinese University of Hong Kong.

Maggy Fang leads a team of associates at WTW across Asia, the Pacific, Latin America and CEEMEA (Central and Eastern Europe, Middle East and Africa), helping organisations shape sustainable work, total rewards and human capital strategies. With more than 30 years of experience in human capital advisory, she specialises in executive compensation design, mergers and acquisitions, total rewards, as well as corporate governance.
A trusted adviser to Fortune 500 companies and private equity firms, Fang has guided major transactions, including Lenovo’s integration with IBM and acquisitions by ChemChina, AVIC and Wanda. She has supported over 30 companies in their IPOs in Hong Kong and the US and has worked with leading regulators, including those in China. She is also a regular contributor to The Boards magazine.

Edward Hsu leads WTW’s Rewards Data Intelligence’s international practice. He is responsible for providing strategic consulting advice to clients in areas of total remuneration solutions, performance management, competency assessment, change management and organisation transformation.
Hsu has served as the project director for various large organisational transformation projects, especially for the financial, high-tech and real estate fields. He holds a master’s degree in human resources management from The Ohio State University.

Kathy Pallasis is human resources manager at Frontier Software and leads HR strategy and operations from Melbourne. Her responsibilities include policy development, employee relations, employee records and internal communications. Pallasis works with senior leaders and teams across the organisation to support workforce planning and workplace operations. Her experience includes enterprise software, payroll systems and governance. A member of the Australian HR Institute, Pallasis contributes to continuous improvement through practical policy and operational leadership.

He works directly with brokers to strengthen technical capability, lending strategy, compliance and overall performance, while driving consistent service standards and exceptional client outcomes across the organisation. Through regular coaching, performance reviews, and deal strategy workshopping, Nick plays a key role in building broker capability, embedding best practice and fostering a high-performing culture focused on delivering outstanding client outcomes.

He is an accomplished executive leader with over 25 years of experience at C-Suite and Board level spanning diverse sectors including education, not-for-profit, disability, sport and professional services. He has extensive experience shaping and executing strategic plans, driving income growth and diversification, master planning and major capital projects, stakeholder engagement, leading high-performing teams and managing complex budgets.

From there, he moved into Pacific Premium Funding as a financial planning and analysis leader in 2012 and was a key resource in the evolution of the business, first with the successful sale to Macquarie Pacific Funding and then the following progression into IQumulate Premium Funding, where he is now the commercial manager.
